Minimum specifications required for your laptop depends on what type of laptop you are using.
If Python can run on a devices called Raspberry Pi then your laptop is far more eligible to run Python but depends on what version Python you plan to run.
I did run Python on Windows XP and it worked like a charm.
While installing latest python on Windows and you face issue. Just try installing one version less then what you were installing initially.
After you install python you might have to create Environment variable to Run Python from CMD.
If you plan to create heavy duty project in python then you might need more RAM, where applications needs to perform numerous calculations or tasks and also It requires faster processor.
But for minimum requirement if you come under this category then you are good to go.
